Iowa City men accused of stealing taxi

Two men are accused of stealing a cab in Iowa City early Tuesday morning.

Police were called to the area of 500 South Gilbert Street at around 1:40 a.m. Tuesday for a report of a stolen taxi.

On scene, officers received descriptions of two men that witnesses say took the cab.

Officers found Philip James Bowen, 20, and was identified by a witness as one of the men who took the cab.  Police say Bowen had $498 on him which he admitted to finding in the center console of the taxi.  They also say that he admitted to stealing the cab and that he had suggested the idea to Mikkel Rashaun Shelton-Tipton.

Officers found Shelton-Tipton, 21, also in the Ped Mall.

Police say he had $261.55 in an envelope from the taxi and the keys to the cab.  Police say he had a .167 blood alcohol level.

Bowen is charged with operating a vehicle without consent and third degree burglary.

Shelton-Tipton is charged with operating while intoxicated and third degree burglary.
