An off duty deputy working security at Crossroads Shopping Center checked surveillance tapes and saw a person suspected of stealing from one of the stores in the mall, get into the same vehicle the other deputy chased on August 9.

Deputies identified the driver as Javonta Juan Herbert, 18, of Waterloo.

Herbert was arrested on Tuesday morning.  He's charged with eluding, interference without injury, driving while license suspended, speeding, failure to obey a stop sign and failure to maintain control.
