New waiver system may prevent schools from "failing" No Child Left Behind

On Monday, the U.S. Department of Education will release details about a new waiver system for No Child Left Behind.

More than 80 percent of all schools could be labeled as "failures" under the current law.

The waiver system will allow schools more flexibility in test scores as long as other criteria are met.

The specifics of the plan will be released next month.

Republicans are worried the waivers will undermine efforts to reauthorize No Child Left Behind.
