DUBUQUE COUNTY (KWWL) -

Governor Terry Branstad has issued an emergency disaster proclamation for Dubuque County following the heavy rains last week that caused severe flash flooding.

The disaster proclamation allows state resources to be used to recover from these storms.

In addition, Governor Branstad has launched the State Individual Assistance Disaster Program for residents of Dubuque County.  This program provides grants to families with household incomes at or below twice the federal poverty index.  A family can receive up to $5,000.  Applicants must be legal residents of the United States and need to provide all receipts for replacement items claimed.
