8 indicted in alleged Waterloo heroin ring


Eight people have been indicted in an alleged heroin ring in Waterloo.

Dwayne Appling, 32; Arthur Scott, 42; Rochester Mitchell, 46; Thelma Moore, 54; Windy Hayes, 52; Arvester Edwards, 55; Edward Sapp, 47, and Lawrence Johnson, 38, all from Waterloo, have been charged with firearms and drug offenses.

Authorities say the group conspired with each other to distribute heroin in the Waterloo area from January 2007 though April 2011.

If convicted of the conspiracy, all face a maximum sentence of life in prison.

Seven of the eight charged appeared in federal court in Cedar Rapids last week.
Appling is currently a fugitive.
