Branstad signs redistricting plan

Gov. Terry Branstad has signed into law new maps of congressional and legislative districts, making Iowa the first in the nation to complete the once-a-decade task.

Branstad says the redistricting measure he signed Tuesday shows Iowa's nonpartisan system is working well.

Because Iowa is growing more slowly than the national average, the state dropped from five congressional districts to four. Branstad says all 4 of those districts are competitive.

Republican Rep. Tom Latham has already announced plans to move into central Iowa's new 3rd District and challenge Democratic Rep. Leonard Boswell. Democratic Rep. Dave Loebsack has announced plans to move to Johnson County, into southeast Iowa's new 2nd District, where there is no incumbent.

The new boundaries put 41 state legislators in districts with another incumbent.
