Feds suing Iowa dog breeder

DES MOINES (KWWL) -

Federal officials are suing an Iowa dog breeder for nearly $19,000.  The breeder has been cited repeatedly for mistreating animals.  The U.S. Department of Agriculture is targeting 56-year-old Gary Felts, who owns Black Diamond Kennel near Kingsley.

The lawsuit says federal inspectors with the Animal and Plant Health Inspection Service have cited Felts several times, including for having dogs whose coats were matted with feces and dirt and for failing to protect dogs from the elements.  In June, an administrative law judge ruled that Felts had willfully violated federal regulations. Felts' license was suspended and he was fined nearly $19,000.
