DES MOINES (KWWL) -- A state audit shows six charter agencies that were given extra operating freedom in finding new ways to serve the public at a lower cost, ended short of its lofty goals. 

State Auditor David Vaudt says nearly all of the agencies' reforms could have been made under the same rules other agencies followed. 

Former head of the Iowa Dept. of Management Cynthia Eisenhauer said she's confident at least 2 innovations would not have happened without the charter agencies.  

The charter agencies program was pitched in 2003 and ended in 2008.
