Woman accused of killing her daughter appears in court

DUBUQUE (KWWL) -- A Dubuque mother accused of killing her little girl, made her initial court appearance this morning. Prosecutors filed first degree murder charges against Tamelia Harris yesterday afternoon after a more than five month investigation into the death of her daughter, Cecilia.

According to court documents, investigators found Cecilia's blood in a bedroom closet and say human remains found in a fire pit most likely belong to the child. Harris remains in jail on $750,000 bond.

She's been charged with first degree murder in the death of 20 month-old Cecilia Harris. Thursday morning Tamelia Harris appeared in court, via closed circuit TV. She didn't say anything and expressed no emotion as a judge spoke to her. Attorneys discussed communication with Harris' children.

The state asked that she remain in contact with her two children, via letter writing from jail. But Dubuque County Attorney Chris Corken asked the judge to discontinue communication because the children may be called to testify against her.

"Our concern is that the children will be put at risk, not physical risk, but emotional risk that their mother would know about what they were going to testify about," Corken.

The judge ruled communication discontinue until a hearing is scheduled to discuss the DHS screening Harris' letters to her children. If convicted Tamelia Harris would face life in prison.

Harris's previous charge of child neglect has been dropped. A preliminary hearing is scheduled December 22nd.
