WATERLOO (KWWL) -- Road conditions continue to deteriorate in eastern Iowa as most of the highways are partially or completely covered in snow and slush.

According to the Iowa Department of Transportation, towing is not allowed between Exit 71A, near the I-380 interchange and Exit 313 near Dubuque.

The Dubuque Police have also issued a tow ban on the outlying areas of the city such as areas near the Northwest Arterial, Hwy's 20, 151/61.

The Dubuque Telegraph Herald says there will likely be significant delays with Sunday paper delivery and the Des Moines Register says Sunday papers will not be delivered at all.

The conditions are worse to the north and west. IDOT has pulled snow plows in northwest Iowa because of dangerous road conditions. The Red Cross has also set up a shelter in Sloan for interstate travelers. And the Minneapolis-St. Paul International Airport has closed until further notice.

The day began with rain which quickly turned to snow for most counties across the area. Snow and blowing snow are expected tonight with strong winds causing white-out conditions. Temperatures will continue to fall tonight down into the single digits and lower teens.

Most of the area is under a Blizzard Warning through Sunday. Sunday will be cold and windy with a few snow showers in the morning. Highs on Sunday will only be in the single digits and will fall below freezing Sunday evening.
