WATERLOO (KWWL) -- Waterloo Fire Chief Doug Carter has been demoted by Mayor Buck Clark in what the Mayor calls a part of his plans for a reorganization of city government.

Carter has been reassigned to captain with the Waterloo Fire Department. He's been fire chief since his appointment by former Mayor Tim Hurley in July 2007. Carter has been with the department 26 years and has been named Firefighter of the Year and Paramedic of the Year.

Mayor Clark declined an on-camera interview with KWWL but provided the following statement.

"I am trying to get the right personnel in the right position, and I think he can better serve the department and the citizens of Waterloo in a captain's position," Clark said.

Carter also declined an on-camera interview.

Mayor Clark did not provide any specific details about why he demoted Carter. There's also no indication when the Mayor will name a new fire chief, but the process is likely to include a nationwide search.

Mayor Clark did refer to Carter as, "a good guy with a long and dedicated career with the department."

City Building Official Debra Andersen lost her job recently as part of the reorganization of city government.
