NEW DETAILS: Dubuque carjacking suspect caught

DUBUQUE (KWWL) -- Dubuque Police say the man they were looking for in connection with a reported carjacking on Tuesday is in custody.

Police say Richard Kennedy, 31, carjacked a woman near Eagle's Country Market on Elm Street Tuesday afternoon.

Kennedy was arrested at around 10:45 Wednesday morning at 1010 Rhomberg Avenue.

The victim's daughter told KWWL that a man carjacked her mother around 2 p.m. Tuesday at Eagle's Country Market on Elm Street.

The daughter said the attacker held a syringe to her mother's throat and demanded she start driving.

Then, the daughter said, they went to the U.S. Bank on White Street, and the suspect asked for the victim's ATM card and PIN number. She said he then proceeded to get cash out with the victim's card.

It was at that point, the daughter said, her mother fled the car and called police.

When officers arrived on the scene, the suspect had already made off with the money but left the car empty.

Police say the victim did not know the suspect. However, the victim's daughter told KWWL the suspect might have been a neighbor.

The victim was not injured.

Kennedy is being charged with Kidnapping 2nd Degree, Robbery 1st Degree & Theft 2nd Degree.

Police say Kennedy also has additional, unrelated warrants for his arrest.

Kennedy is being held in the Dubuque County Jail on charges of Kidnapping 2nd Degree, Robbery 1st Degree & Theft 2nd Degree. Kidnapping 2nd Degree is a Class B felony, as is Robbery 1st Degree, and both are punishable by up to 25 years in prison. Theft 2nd Degree is a Class D Felony, punishable by up to 5 years in prison and/or a fine of $750 to $7500. Kennedy was also served additional, unrelated arrest warrants.
