Florida man may face federal charges in disappearance of Iowa girl

MUSCATINE (AP) -- Muscatine County prosecutors say they expect federal prosecutors to handle the case against a man allegedly involved in the disappearance of a 13-year-old girl.

Assistant Muscatine County Attorney Alan Ostergren said Tuesday there are at least two state laws that could apply in filing charges against 35-year-old Justin David Carter of Jacksonville, Fla. However, Ostergren says that after consultation with the U.S. attorneys office, it was determined the prosecution of Carter in federal court makes the most sense because of more severe penalties. Florida officials are holding Carter on drug charges.

Authorities say Carter was arrested Sunday after they found the girl safe in the man's home. The girl returned to Muscatine early Tuesday with her parents.

The seventh-grader was last seen Friday at her middle school.
