Senate approves board to enforce Sunshine laws


DES MOINES (AP) -- The Iowa legislature has quietly taken the first steps toward creating a structure that could be used to enforce the state's open meetings and open records laws.

The Senate on Friday approved a measure that would give Gov. Chet Culver the authority to appoint a board to oversee the enforcement effort.

Under the measure, lawmakers would set aside $6,000 in the next state budget to pay for expenses of the new board members.

The measure had been a top priority of the state's newspaper industry, but a separate provision had stalled.

Democratic Sen. Pam Jochum of Dubuque offered the measure as an amendment to a larger spending bill that must eventually be approved by the legislature. The Senate voted to insert the measure on a voice vote, without debate.
