Police charge two with aggressive panhandling in Dubuque


DUBUQUE (KWWL) -- Dubuque police have charged two people with aggressive panhandling for using illegal and high-pressure tactics to sell a music CD.

Police say a 29 year-old woman was approached  Wednesday by two people at Warren Plaza who positioned their car so the woman could not leave. The woman told police they used abusive language and demanded she buy a music CD and give them her phone number. Another person stepped in to help and the suspects left the scene.

On Friday, a 26 year-old woman was approached at 15th and Main Street. Again, two people tried to pressure her to buy a music CD. The woman was able to leave the area and call police.

Dennis Chamberlain of Benton, Wisconsin was charged with aggressive panhandling in both situations. Ramsey Jackson, also of Benton, was charged with Friday's incident.
