Iowa senate panel backs school tax plan

DES MOINES (KWWL) - A Senate panel is supporting a proposal by Gov. Chet Culver that requires local school districts to spend down cash reserves before seeking more taxes from local property owners.  The Senate Education Committee on Wednesday approved the measure, sending the issue to the full Senate for debate.  Some argued that lawmakers were moving too quickly, noting the Legislature only convened Monday. But others noted that legislators plan to end the session early this year and there was no time to delay.  Local school budgets are a mixture of general state dollars and local property taxes. Culver proposed the limits on local school districts in response to criticism that the budget cuts he previously ordered would prompt those districts to raise property taxes.
