Neighbor calls Cedar Rapids homicide 'scary'

CEDAR RAPIDS (KWWL) -- It's a scene Rachal Frazier won't soon forget.

"I could see it from my bathroom window."

Frazier was in the midst of putting her two year old daughter to sleep Monday night when she heard loud noises coming from the unit next door.

"I heard a whole bunch of guys running out the door, laughing and screaming," Frazier said.

Police arrived soon after.

Frazier could see into the neighboring unit from her bathroom window where she saw a man down on the floor.

"I seen him laying on the ground, his legs and his feet were shaking," Frazier said.

The body was that of 26 year-old Kevin Bell.

Police say three men in their late teens had forced their way into that unit.  Bell was shot with a handgun.  The three suspects then fled the scene.  

Bell was eventually flown to University of Iowa Hospitals and Clinics where he later died.  

Police are hoping more witnesses will come forward given the apartment is located just off heavily traveled First Avenue.

"There's people that still are driving by.  So if they happened to see three guys running out of the apartment, a car leaving the area at a high rate of speed.  Those are the things we're asking people to come forward with," Sgt. Cristy Hamblin, Cedar Rapids Police, said.

Frazier says it's not the first time she's heard loud noises coming from next door late at night.

"People come in and out all the time over there and it's not safe."

Police are looking for the public's help.  Anyone with any information regarding Monday night's incident is asked to call 1-800 CR-CRIME.
