Salaries being frozen in Black Hawk County

WATERLOO (KWWL) -- The Black Hawk County Board of Supervisors voted to freeze the salaries of department heads throughout the county.

In a unanimous vote Tuesday, the board froze their salaries plus those of the county attorney, auditor, treasurer, recorder and sheriff effective July 1, 2010. 

In a second vote, they also froze the salaries of the human resource, information technology, youth shelter, veterans affairs and conservation directors along with the county engineer.

They pay freeze doesn't just impact the department heads because some employees, such as Captains in the sheriff's department, have salaries that are based on their bosses salaries.  So if the boss doesn't get a raise, they don't get one either. 

The vote did go against what the County Compensation Board recommended.  They recommended a 3% salary increase for all except the Board of Supervisors.

Board member Scott Jordan says, "It's a sign of the times.  People work very hard and deserve raises, but I would rather keep people working."

Jordan did say that the possibility of layoffs will be discussed when the board continues budget talks on Monday, January 11, 2010.
