Iowa shooting victim's family seeks tougher laws


DES MOINES (AP) -- The family of a Des Moines woman allegedly shot to death by her estranged husband has issued an open letter asking for better enforcement of laws for domestic violence victims.

Randall Todd Moore is charged with first-degree murder in the death of 30-year-old TereseAnn Lynch during a standoff this month. A Des Moines police officer was shot in the hand in the attack.

Last month, a Polk County judge ordered the 38-year-old Moore to turn over any guns to law enforcement and to stay away from his wife. Moore signed the documents and agreed to obey the order.

It's unclear when he got the shotgun allegedly used in the shooting.

Lynch's relatives say someone with a history of domestic abuse shouldn't be allowed to have guns and that the state should be able to take them away.
