Father, uncle chain son to car bumper

DAVENPORT (KWWL)-- An Iowa father admits to chaining his son to a car bumper and makes no apology for it.

Richard Collins of Davenport say his 14-year-old son is out of control. He's ran away from home 3 times, so Collins and his brother decided to put the ''ball and chain'' routine to work.

They chained the teenagers ankle to an old car bumper to keep him from running away again.

They kept him in the shackle for 15 minutes on Sunday. Collin's son called police after being released. 

The boy's father says he's tried to straighten his son out, asking police for help, but says no one will help him.

The boy is now living with his mother. The Department of Health and Human Services is involved in the case.
