Audit questions election spending by Culver

DES MOINES, Iowa (AP) -- A federal audit is raising questions about $2.5 million in spending by Iowa's elections division headed by then-Secretary of State Chet Culver.

The money was part of about $30 million the elections division received from the federal government. Federal auditors are particularly interested in more than $1.2 million spent in 2005 on a promotion to celebrate voting and milestones of voting rights.

The analyst who conducted the audit says it isn't immediately known if the state will have to repay the money.

Phil Roeder (Ray-der), a spokesman for now-Gov. Culver, says the state will work with the federal Election Assistance Commission to address concerns raised in the audit.
