Community policing in downtown Dubuque


DUBUQUE (KWWL) - The Washington Neighborhood has been on the priority list in the city since 2004. Since then they've created Revitalize Washington, a neighborhood association and most recently a community policing program.

Captain Russ Stecklein patrols the areas between 1st and 25th streets from Bluff to Elm streets in the downtown and the northend. He and several other community police officers have been here in these two neighborhoods. Stecklein says the constant presence of community police officers helps build more trust in this community. He says despite a reputation for crime, this neighborhood is full of people are calling for change

"Yesterday's [Monday's] incident was an unfortunate incident that happened in this particular neighborhood, but it could have happened in any neighborhood, it just happened to occur in the neighborhood," said Captain Russ Stecklein.

He also says that this neighborhood is very lively people are always outside and up late. He says sometimes a large police presence sparks fear.

Understandable, the people in Washington Neighborhood are shaken after a fatal stabbing but Stecklein wants to emphasize how isolated the incident was and that the two fatal stabbing's in the last month were not related.

Steps are being taken to help this area. Just recently the neighborhood created a Washington Neighborhood Development Corporation. They are in the process of hiring an executive director.
