Dubuque Lieutenant fired for misconduct

DUBUQUE (KWWL) -- A district court has ruled a Dubuque police lieutenant should remain off the force, after the city civil service commission reversed his termination at a hearing last summer.

Scott Simpson was fired last July after pleading guilty to shooting a shotgun into the air at his home and kicking out a squad car window when police tried to arrest him.

Simpson was reinstated by the commission a month later after his lawyer argued Simpson was battling alcoholism related to severe stress from his job.

On Wednesday a district court decided he's officially off the force.
