Bill requires pay explanation

DES MOINES (AP) -- The Senate has approved a measure forcing businesses to tell workers in advance how much they are going to be paid, and explain any deductions that are being taken from the paycheck.

The Senate approved the measure on a 32-16 vote on Monday, sending it to the House for likely approval there as well.

Sen. Bill Dotzler, the main backer of the measure, says the effort was sparked by scandals at the Agriprocessors plant in Postville and a case involving mentally retarded adults in Atalissa who were paid little to work in a local turkey-processing plant.

Dotzler says the cases have exposed gaps in Iowa law about wage payments, and says the measure will ensure employees get paid what they have earned.
