The Iowa State Patrol reports 57-year-old Tony Hines of Cedar Rapids attempted to merge into a lane after passing 26-year-old Christopher Kaufmann of Iowa City.
Hines struck Kaufmann's vehicle, causing Kaufmann to spin out of control and roll into the median.
Kaufmann was injured, though no word on his condition.
