BLOOMFIELD, Iowa (AP) - A Bloomfield man is challenging plans to replace an old high school in Davis County. Kenneth Turner's lawsuit centers making taxpayers pay off revenue bonds if school infrastructure local-option sales taxes fail to generate enough money to cover the cost.
